The answer
Nothing is wrong: a surface-mounted fluorescent luminaire on the closet ceiling needs only 6 in of clearance from the storage space, and it has 6 in.
Correct choice: 1. Nothing. This installation is compliant
410.16(B) permits surface-mounted fluorescent luminaires in clothes closets, and 410.16(D)(2) allows them on the ceiling or the wall above the door with a minimum 6 in clearance to the nearest point of the clothes closet storage space. Under 410.16(A), above the highest rod that space extends out from the back wall 12 in or the width of the shelf, whichever is greater, so the front edge of this 12 in shelf is the boundary and the fixture is 6 in from it. Below the highest rod (or 6 ft, if higher) the space reaches 24 in from the wall, but its top is at the upper rod, about a foot below the bottom of the fixture. The trap is the 12 in number, which applies to surface-mounted incandescent and LED luminaires under 410.16(D)(1).
How to fix it
No correction needed. If this fixture is later swapped for a surface-mounted LED fixture, it must be 12 in from the storage space unless the new fixture is identified for installation within the clothes closet storage space (410.16(D)(5)).

2026 NEC:same rule and number. No 2026 NEC change to the clothes closet clearances turned up; a surface-mounted fluorescent luminaire on the ceiling or the wall above the door still needs 6 in to the storage space, and the 410.16(A) storage-space definition appears unchanged. Confidence: low
Minnesota
Minnesota adopted the 2023 NEC with no Minnesota amendments as the Minnesota Electrical Code, effective July 1, 2023 (Minn. Stat. 326B.35; Minn. Rules 1315.0200). It governs electrical permits filed before Aug. 17, 2026; permits filed on or after that date fall under the 2026 NEC, so confirm the 2026 numbering for current work. No Minnesota amendment to 410.16 exists.
How Minnesota adopts the NECWhy the other choices are wrong
- A surface-mounted closet luminaire needs at least 12 in to the storage space. The 12 in clearance in 410.16(D)(1) applies to surface-mounted incandescent or LED luminaires; surface-mounted fluorescent luminaires on the ceiling need only 6 in under 410.16(D)(2).
- Only recessed luminaires are permitted in a clothes closet. 410.16(B) permits surface-mounted luminaires with completely enclosed light sources and surface-mounted fluorescent luminaires; recessed is one option, not a requirement.
- The fixture must be mounted on the wall above the door, not on the ceiling. 410.16(D)(1) and (D)(2) permit surface-mounted luminaires on the wall above the door or on the ceiling.
