Nothing is wrong: the toilet's centerline is exactly 15 in. from the finished side wall and 18 in. from the vanity top, both at or over the 15 in. minimum.

UPC 402.5 requires at least 15 in. from the center of a water closet to any side wall or obstruction, at least 30 in. center to center between similar fixtures, and at least 24 in. of clear space in front of a water closet or lavatory. The tape hooked on the finished side wall reads 15 at the center of the tank, which is the minimum and therefore compliant, and the vanity top's edge is at 33, or 18 in. from the toilet's center. Nothing in view crowds the space in front of the bowl. Sitting exactly at the minimum looks tight, but the code sets a minimum, not a preferred dimension.

How to fix it

No correction needed. When laying out a new bath, set the flange at 15-1/2 to 16 in. from the framing so drywall and tile do not push the finished dimension under 15 in.

  • A toilet must be at least 18 in. from its center to a side wall. UPC 402.5 sets 15 in. from the center of a water closet to a side wall or obstruction; 16 to 18 in. is the accessible-toilet dimension from the accessibility standards, which do not apply to this dwelling powder room.
  • The vanity must be 30 in. from the center of the toilet. The 30 in. center-to-center spacing in 402.5 is between two similar fixtures, such as two water closets; a vanity is an obstruction that needs only 15 in. from the toilet's center, and this one is 18 in. away.
